Ladies and Gentlemen, I herewith submit the Eighteenth Annual Report on the Medical Inspection of Children attending schools in the County, which has been compiled by the Medical Officers. The Section relating to Medical and F ental Treatment has been drawn up from returns supplied by the various officials concerned. The figures now presented do not vary appreciably from those submitted in previous years. It is of interest, however, to note that the general health and cleanliness of the children is being maintained and that the records of heights and weights (see Table 7-F) reveal that the average at nearly all age periods is above not only the Anthropometric Standard but also the County Standard which was compiled a few years ago. In view of the alteration in administration due to the provisions of the Local Government (Scotland) Act, 1929, I have inserted a detailed statement regarding the Medical Inspection and Treatment Scheme at present in force in the County, which will be made available for the new Committees to be appointed in December of this year. The following improvements in the sanitary arrangements have been carried out during the year. At St. Mary’s R.C. School, Duntocher, 2 new hygienic drinking fountains have been installed. The new lavatory accommodation at Vale of Leven Academy (existing school) has now been completed, and is proving very satisfactory. The new primary school in Argyle Street, Alexandria, will be ready for occupancy when the schools re-open after the Summer Vacation. This scheme includes adequate and modern lavatory accommodation. In Knoxland Public School, Dumbarton, several of the old cloakroom basins have been replaced by a more modern type. Alterations carried out in Lairdsland Public School, Kirkintilloch, included the provision of a new room for the Head Teacher, with suitable lavatory accommodation. The lavatory accommodation for Junior Girls at Milngavie Public School has been completely modernised. The alterations to Westermains House, Kirkintilloch, have now been completed, and the scheme makes provision for ample and modern cloakroom fittings and lavatory accom- modation. 7 6.— A, B, C, D, and E.— Organisation and Administration, etc., and Co-ordination with Public Health Departments. For outlines of organisation and administration see Reports 1914-1915, pages 7-8 ; and 1922-23, pages 7-8. Nurse C. B. Clarke died on 5th October, 192S, after a few days’ illness. Nurse Young did temporary duty until Decem- ber 17th, when Nurse Jane Scott commenced duty. Miss Crui kshank resigned ISth January, 1929, and Miss Marion Jamieson took temporary duty from 21st January, and was appointed as dental assistant on ISth March, 1929/ ’ 6. — F. A County of Dumbarton Standard has therefore been arrived at by combining and averaging the figures in previous Annual Reports for a number of years back. MEDICAL INSPECTION AND TREATMENT OF SCHOOL CHILDREN. HISTORY OF THE MOVEMENT. By the Act of 1908 Secondary Education Committees were given poAver to arrange for the systematic medical exam- ination of school children. In 1909 my predecessor (Dr. J. C. M:Vail), then County Medical Officer, was asked by the Secondary Education Com- mittee to submit a scheme for the County. This scheme, which included all the Burghs as well as the County Landward areas, suggested the appointment of two Medical Inspectors and a nurse with the County Medical Officer as Supervising Officer. After some considerable discussion the scheme was adopted and finally approved by the Scottish Education Department. It was not, however, until March, 1911, that the Medical Inspectors were appointed. The approved s'heme arranged for the division of the geographical County into two areas, the Eastern area to include all schools in the Cumbernauld, Kirkintilloch, New Kilpatrick, and Old Kilpatrick parishes with the exception of Duntocher Public School, Ga vinburn School, Milton School and Duntocher St. Mary’s School. These were included in the Western Area. The Western Area included all schools in the parishes of Arro- Other Skin Treatment (Ringworm and Favus)— 2/6 Ultra-Violet Ray Treatment— 9d to 1/3 per treatment. Where the family income exceeds double the above scale, the following charges shall be made : — Eye Treatment : — Spectacles at special contract rate. Dental Treatment — 8d for first tooth treated, and Ad for each additional tooth treated. Where general anaesthetic is administered (to include ' treatment) — 4/- Adenoid and Tonsil Treatment— 7/6 to 10/-. X-Ray Treatment for Ringworm — 7/6 to 10/-. Other Skin Treatment (Ringworm and Favus) — 2/6. Ultra-Violet Ray Treatment — 1/6 to 2/- per treatment. In connection with co-operation with the Public Health Local Authorities for the treatment of Pre-school children the following charges have been arranged : — Adenoids and Tonsils— £1 per case. Eye Treatment — No charge to be made for services of Oculist, but spectacles to be provided at contract prices. Dental Treatment — 8d for first tooth, either extraction or filling, and 4d for each tooth thereafter.
